Purpose. This policy describes how Harbour View meets its liquor licence obligations and protects guests, staff and the community from alcohol-related harm.

1.Purpose

Alcohol is served in Quay Bar, Tidewater Restaurant, room service, minibars and at functions at both venues. This policy applies to every worker who sells, serves or supplies liquor and to every manager who supervises them. It supports the conditions of the venue licence and the harm minimisation objectives of the Liquor Control Reform Act 1998 (Victoria).

2.Training

Every worker who serves alcohol must hold a current responsible service of alcohol certificate approved in Victoria before their first shift and must complete refresher training every three years. The training register in the roster system records certificate dates and the Restaurant and Bar Manager must check it monthly.

3.Service standards

Staff must not serve alcohol to a person who is intoxicated or under 18 years of age and must ask for approved identification from anyone who appears under 25. Free water, food and low-alcohol options will be available whenever liquor is served. Drink promotions that encourage rapid or excessive consumption are prohibited.

  • Acceptable identification: Australian driver licence, passport, proof of age card or Keypass
  • Standard drink measures for spirits and wine
  • No more than four drinks per person per order at functions
  • Last drinks called 30 minutes before licensed closing time

4.Refusal of service

When a worker refuses service they must do so politely, explain the reason, offer an alternative and inform the supervisor. The refusal must be recorded in the incident register with the time, description of the person and the signs observed. Staff must arrange safe transport home where possible and must not allow an intoxicated person to remain on the premises.

5.Minors and functions

Minors are permitted in the restaurant and function rooms only with a responsible adult and must not be served or supplied alcohol. Function organisers must sign the function agreement that includes this policy, and 18th and 21st birthday functions require additional security in line with the venue security plan.

6.Signage and records

The licence, the required signs and the venue management plan must be displayed as the licence conditions require. The incident register must be available to licensing inspectors and police at any time.
